Circular Economy Leaders Consortium (CEC): Tour of York Region Waste Depot & Library

On April 14,2026, Partners in Project Green’s Circular Economy Leaders Consortium (CEC) was hosted by York Region and the Richmond Hill Central Branch Library.

The group began the day with a tour of the Elgin Mills Waste Depot where they learned about the different waste streams collected at the site. This included hazardous waste, tires, electronics, concrete, drywall, etc. The team received insider knowledge on vendors and contract best practices for waste management. One of the big successes coming from this site includes the bike collection of over 1,000 bikes a year, over 600 of which were repaired and redistributed to newcomers.

The tour then moved to the Richmond Hill Central Branch Library where the team heard about a grassroots lending program, the Library of Things. Instead of books, residents can borrow items such as cleaning supplies, gaming consoles, tools, and more! Thereby increasing access to certain items and promoting a sharing culture within the community.
